I think the quote means, arrogance can make a person feel that he or she knows everything and doesn't need to learn more, making the person feel that they are at the forefront of their art or way ahead of others. This can prevent the person from being wiser and smarter than they could become. Therefore, "Arrogance is an impediment to wisdom".
